DIY local SEO
Most of the foundation is within reach of a motivated owner, including a beginner. None of it needs special software or code. These are the jobs I would hand to anyone willing to spend a few focused hours:
You can learn how you are doing without paying for anything. Your Google Business Profile shows calls, direction requests, and searches that found you. Google Search Console shows which searches bring people to your site. Google Analytics shows what visitors do once they arrive. PageSpeed Insights flags slow pages, and Bing Webmaster Tools covers the other major search engine.
Paid tools mostly save time or track rankings in more detail. They are optional at the start.
As a rule of thumb from my own client work, not a study: expect a few hours to set up your profile and fix your listings, then an hour or two each week for reviews, replies, photos, and website updates. The time is not the hard part. Consistency is, because most DIY efforts stall after the first month.

Handle it yourself if you are in a lightly contested market, enjoy the work, and can stay consistent. Bring in help if your competitors are strong, you have been suspended, you have no time, or you have worked at it for months without movement. Many owners do the basics themselves and hire for the harder parts, such as technical fixes or a content plan.
If you do hire, ask what exactly they will do each month, how they report results, and who owns your Google Business Profile and website at the end. Expect plain answers. Costs vary a lot, and what local SEO costs gives ranges so you know what is reasonable.
